Foreign ministers from 35 countries and a delegation from the Council of Europe have arrived in Lviv. They will meet to discuss the creation of a special tribunal, Kaja Kallas says. European diplomats also honored the memory of fallen Ukrainian soldiers at the Lychakiv Cemetery.
