US Special Envoy for Ukraine and Russia described the recent massive prisoner exchange as the "most positive outcome" of Istanbul negotiations. On May 23, 270 Ukrainian soldiers and 120 civilians returned home in the first phase of a major “1000 for 1000” prisoner exchange.
