In March 2022, Ukraine and Russia wrote the Istanbul Communiqué. Ukraine offered neutrality. In return, it demanded security guarantees stronger than NATO’s Article 5. The deal collapsed. Western allies refused to back it. Ukraine involved the U.S. only after signing. 2/
