Russian media outlets published a memorandum from the Russian Federation, allegedly handed to Ukraine during negotiations in Istanbul. Russia's demands: The occupiers seek international recognition of Crimea, Luhansk, Donetsk, Zaporizhzhia, and Kherson regions as part of Russia. A ceasefire would be conditional on the complete withdrawal of Ukrainian Armed Forces from the territories.
