Sanctioned Russian Federation Council Speaker Valentina Matviyenko has been allowed to fly to Geneva to speak at a women parliamentarians' summit. The delegation also includes Leonid Slutsky, the sanctioned leader of the Liberal Democratic Party of Russia.
