The SBU announced a pre-trial notice to Kadyrov, who ordered the use of Ukrainian prisoners as a "human shield" for the Russian forces. According to case materials, during a speech before Russian propagandists the suspect stated that he had instructed his subordinates not to take Ukrainians prisoners.
