The journalist, human rights defender, and Ukrainian Armed Forces volunteer Maksim Butkevich, freed from Russian captivity, became the first Ukrainian to be awarded this honor. The awarding ceremony took place at the opening of the autumn session of the PACE in Strasbourg.
