US President Donald Trump decided not to transfer Tomahawk missiles to Ukraine after a call with Russian leader Vladimir Putin in October, WSJ reports. During the Oct. 16 call, Putin warned that supplying Ukraine with Tomahawks would escalate the war and harm US-Russia relations.
