According to reports, Putin is prepared to agree to a temporary ceasefire to facilitate a referendum on the affiliation of the territories, Axios reports. U.S. and Ukrainian officials state that most elements of the agreement between Ukraine and the U.S. have already been finalized, including security provisions.
