Moscow sent inspectors to Sevastopol to consider replacing the command staff of the 31st Air Defense Division amid Ukrainian strikes, instead of ending the war. In February alone, Ukraine's HUR unit struck a S-400 radar station and a Ka-27 helicopter in Crimea.
