Five NATO countries block Rutte’s proposal for Ukraine aid

Five NATO countries have blocked a proposal by Mark Rutte to allocate 0.25% of GDP to Ukraine, according to The Telegraph. The UK, France, Spain, Italy and Canada reportedly opposed the initiative despite support from at least seven NATO members.
