Russian Foreign Minister Sergey Lavrov held a phone call with his U.S. counterpart on May 25, telling Rubio that Moscow would begin strikes on "decision-making centers" in Kyiv and urged "the evacuation of (U.S) diplomatic personnel," according to the Russian Foreign Ministry.
