Zelensky's advisor Arestovych confirmed that Belarusian military forces are not directly participating in the invasion. However, Lukashenko has allowed Russian troops to use Belarusian territory and infrastructure. Furthermore, the propaganda machine is targeting Ukraine. Lukashenko must bear full responsibility.
