If a city / town resists (think Mariupol), it is destroyed. If it does not that much (think Kherson), it is not. The incentives and offer to the population is clear: surrender or die (flee if you lucky enough). In fact, this has been the offer to all along for 20 yrs. Compare

2 Russian cruise missiles struck Odesa this afternoon, while 2 others were shot down. 5 people killed, 18 injured. Info via Ukraine's Southern Operational Command, which said missiles were launched by Russian aircraft from Caspian Sea, and Zelensky's chief of staff @AndriyYermak

Keep in mind, they expected to win in 1 week. Their whole plan was to take Kyiv, and the rest of the country would fall in line. This is probably why they did not focus on infrastructure for the first month or so.
