Russian cruise missiles likely missed military target, hit civilians
Conclusion: It's likely that Russia tried to target a military target 'Zavod Artem' but because they used cruise missiles fired from the Black Sea at max range, the deviation was to high and they shelled a residential area which resulted in the loss of civilian lives. 31/
